I don’t know this type of clock very well but if the minute hand is set on a brass collet you can usually move the hand on the collet so when it fits back on to the arbor it should be pointing at the 12 when striking.

I know it sounds silly but have you tried turning the hand over? I have had some I put the hand on and it does as you said but flip it over and all is good.

Ingraham had a few different styles of lifting levers/ cam set ups for the strike. If you could put up a photo that would help. @joem1964 wrote:

sounds to me like the center cam has been twisted on the center arbor, or possibly stuck depending on what set up you have. My reason for thinking this is because you are saying its the same at the hour and half hour, so it doesnt sound like a lever to me, but its possible. Have a good day, William
