I am working on a New England clock movement #uw6/36a.
I changed the time side mainspring, cleaned, oiled movement but the balance wheel does not have good movement.
I took out the pallet fork and it spun down good.
Does anyone have a suggestion to what I might try.
      Any help would be appreciated/

The first thing to look at is the pivots and bushing. If you have not polished the pivots or done any bushing where needed it could be enough to stop the power getting through to the balance wheel. Also check for burrs on the ends of the balance wheel arbor.

I have also found that when cleaning the balance do not clean in a Ultrasonic or any other cleaner. I always clean them in One Dip. I have found this cleans them best. A picture of the balance would help us also since there are a couple of different types.
