Congratulations!!
Yes fluttering when setting the hands is normal when the pendulum rotation is about mid-point. If it’s fluttering during it’s entire rotation then you may need to “raise” the fork a little bit. Raising the fork will eliminate fluttering. These clocks will sometimes flutter when running and isn’t always noticeable. If a 400 day is running fast and you can’t figure out why then fluttering should be suspect. Again, raising the fork on the spring will eliminate it.
