Looks to me to be a normal hour and half hour strike. Definitely needs to be disassembled and cleaned. That would be my first order and then stick it on a test stand to watch it trip the hour and 1/2 hr. Can’t see the whole front of the movement but could be a simple adjustment. A picture of the full front of the movement and resize it down some would help.
