Yes,. the roller jewel does enter and exit the pallet fork, repeatedly.
If you’re having trouble with a balance that is not moving consistently, there are more than likely a number of problems, and here are a few.
1. Just plain dirty (or bent-broken) jewels, balance pivots, or the entire gear train needs an overhaul.
2. Mainspring could be sticking, or really weak.
3. Tangled or magnetized hairspring.

If you can tell us a bit more history, maybe we can help you pin it down a bit ???
